I agree very much with you. I studied, what we called, &quot;third world countries economy&quot; back in the early 80&#039;s where the first ideas against directly supporting governments with cash surfaced. But, it seems nothing have happened... I agree, local people have to take local responsibility. The ruling classes has done a very good job to take away all incentives doe any kind of progress. What is the latest in Senegal, as to politics and governance?</description>
