I studied, what we called, "third world countries economy" back in the early 80's where the first ideas against directly supporting governments with cash surfaced. But, it seems nothing have happened... I agree, local people have to take local responsibility. The ruling classes has done a very good job to take away all incentives doe any kind of progress.
